On November 8, Immigration, Refugees, and Citizenship Canada (IRCC) sent invitations to apply (ITAs) to candidates in the latest Express Entry draw, which focused on the Provincial Nominee Program (PNP). 733 ITAs were given to candidates who received a minimum Comprehensive Ranking System (CRS) score of 812 as a result of this draw.

The October 23 category-based selection draw, which accepted 1,800 applications from a variety of trade occupations, is followed by this one. Notably, the October draw was the first category-based draw not in French since July, signaling a renewed focus on selecting talented individuals to address economic issues.
The November draw is significant because it aligns with Canada’s recently announced Immigration Levels Plan for 2025. The IRCC anticipates accepting 124,680 applications through Express Entry programs in 2024. One of the new objectives in the policy is the "In-Canada Focus," which focuses on retaining temporary residents who are already living and working in Canada. This target is set at 82,980 permanent residents, or around 40% of Canada's economic immigration admissions for 2025. It is anticipated that the PNP and Canadian Experience Class (CEC) streams will provide a significant number of candidates in this category, favoring individuals with prior Canadian connections.
The IRCC has also set a Federal Economic Priorities target of 41,700 admissions to address critical workforce shortages. For this category, candidates will be selected from all Express Entry-managed programs, including those with healthcare, trades, or French language skills, particularly those from outside Quebec.
