Immigration, Refugees and Citizenship Canada (IRCC) awarded 676 Invitations to Apply (ITAs) for Canadian permanent residency in the first Express Entry draw of December following its trend of giving economic immigration high priority. Candidates must qualify for this Provincial Nominee Program (PNP) by minimum Comprehensive Ranking System (CRS) score of 705.
• ITA - 676
• CRS Score - 705
Six Express Entry draws from a very active November yielded five thousand fifty-seven ITAs across numerous streams, including PNP, French language competency categories, and Canadian Experience Class (CEC). December is now under progress, and IRCC's continuous commitment to meet Canada's immigration targets is evident.
The publication of ITAs highlights IRCC's increasing reliance on category-based choices derived from Express Entry system. Since the Canadian Experience Class and PNP categories form Canada's new "In-Canada" emphasis category, current trends reflect a significant concentration on these streams. More than 40% of Canada's estimated total permanent residence admissions for 2024—this project has set aside 82,980 admissions for these programs in 2024 part of Canada Immigration Levels Plan.
Apart from that, IRCC keeps helping Francophone immigrants outside of Quebec. Under the Francophone Immigration Strategy, French-speaking candidates for 2025 will receive allocations up to 29,235 admissions; succeeding years should see even more rises. This emphasis reflects Canada's more general goal of encouraging bilingualism and addressing employment shortages in French-speaking regions.
IRCC has attracted several Express Entrants from different categories as of December 2. PNP draws, for example, frequently call for higher scores because of the 600-point boost from a provincial nomination; trade-specific draws and healthcare professions saw CRS levels as low as 433. CRS cut-offs for category-based judgments are a smart choice only for qualified candidates since they are clearly smaller than program-specific or general draws.
November 20: Crs cut-off of 463; 3,000 ITAs for vocations in healthcare.
November 15: French language competency cut-off of 478, 800 ITAs.
October 23: Crs cut-off of 433, 1,800 ITAs for trade occupations.
Such targeted draws enable IRCC to balance addressing specific labor market demands with more general immigration targets.
Express Entry remains Canada's main approach for managing applications for economic immigration under the Federal Skilled Worker Program, Canadian Experience Class, and Federal Skilled Trades Program. Candidates are graded using the CRS—which evaluates age, education, language competence, work experience, and other factors. A province nomination submitted through PNP programs adds 600 CRS points, therefore essentially securing an ITA.
Recently, category-based decisions have been more common as ITAs assigned to candidates based on certain skills or capabilities meet the labor market requirement of Canada. This approach assures effectiveness and flexibility to enable the country to meet its evolving immigration targets.
As IRCC keeps providing ITAs through both general and targeted draws, candidates are advised to keep competitive CRS scores and look at better routes including PNP nominations. With focused category-based draws and an ambitious immigration objective for 2024 and forward, Canada is remains committed to inviting qualified immigrants to drive its demographic and economic growth.
